The meaning of fatwa is that a person who acquires knowledge changes the scholar's opinion on a particular issue without having to make his own decision. That is, he does not study the issue himself, but knows the opinion of an expert. For example, someone might come and say, "O scholar, I have found out that the bank is offering me a great deal." What is your ruling on this in Russia?You might say, "By Allah I have not researched this matter myself, but I have heard Sheikh Ibn Baz saying that this type of trade is prohibited."This is called a fatwa. Acquiring knowledge changes the sheikh's opinion without making an individual choice between different opinions. The condition is that the receiver of knowledge must be sure that the expert's opinion is appropriate for the task. It is important to be certain of this before issuing a fatwa." Never say, 'By Allah,' I believe what Sheikh Ibn Bas said Also, don't issue a fatwa unless you are sure it's exactly what the person asked for. It's also important that it's based on an expert's view. Today, some people acquire knowledge and say, 'The scholars have given such and such fatwas on this issue.' If you ask them who gave the fatwa, they might say, 'I read it on Twitter from such and such preacher.' Fatwas and sharia rulings should only be issued by recognized experts. They shouldn't be taken from anyone else. Just because they teach people or give sermons, doesn't make them experts who can give fatwas. The person acquiring knowledge should not apply the fatwas of anyone else except the recognized expert who has proven themselves able to give fatwas on these matters.
